  How does a climate bill become a stimulus package? It begins with our first national debate on energy supply in 30 years.
  It seems so logical to combine energy, economy, and climate. Why couldn't the stimulus package funnel money into something constructive besides propping up failing banks?
  
  Granted, there were renewable energy tax credits attached to the stimulus package as "sweeteners" but they were merely extensions of current tax credits, not part of the $700b.
