  The complex brew of aid, loans and tuition leads many low-income families to greatly overestimate the cost of college. Many just give up.
  This is the saddest part. Even though we have a great dissection of the problem above I do not believe that this author is looking at the correct solution. Why not eliminate the tax breaks and cuts and rebates and instead spend the money on creating actual programs in the educational system designated to finding and rewarding students who meet pre-set requirments with the necessary aid or counsel to help them get into college?
